Following are recent program updates and new Electronic Value Transfer programs.
MasterCard and Visa Rate Changes (Added April 2005)
MasterCard and Visa have notified us of rate changes in some of their
interchange categories. Under provisions of the EVTA Contract with Global
Payments, Inc., these rates will be passed through to contract users. The
rate changes will be effective April 1, 2005.
EVTA Authorized Users accepting MasterCard and Visa through face-to-face
transactions or non face-to-face transactions (for Authorized Users Not
Qualifying for MasterCard's Public Sector Interchange category) will be
impacted by the changes to the following interchange categories:

pricing tables to determine how these changes will impact their rates.
In addition to the rate changes noted above that directly impact all EVTA
Authorized Users, both MasterCard and Visa are adding new categories for
their high end credit cards that will also impact EVTA Authorized Users if a
customer uses a specific type of charge card. The new card categories listed
below increase the merchant's cost of processing transactions for customers
using a MasterCard World credit card or a Visa Rewards (CPS Rewards 1) or
Signature (CPS Rewards 2) credit card.
Authorized Users accepting those cards
for a transaction will incur a surcharge that will be reflected on their
monthly invoice. That surcharge will be the difference between the
blended/bundled rate for standard charge cards and the rate for high end
cards. For example, if a Visa Signature card is accepted for a face to face
transaction for which the Visa fee interchange rate would have been 1.54%,
an additional fee of .36% will be charged (the difference between the 1.54%
regular interchange rate and the 1.90% Signature card rate).
Shown below are
the rates for customers using a standard card vs. using a "high end" type
card. The categories listed in bold face type are applicable to EVTA
Authorized Users. (Note: For Visa, the new CPS Rewards 1 and CPS Rewards 2
categories replace all standard categories when a Rewards or Signature card
is used. The table below only lists the categories applicable to EVTA
Authorized Users.)

that may or may not affect EVTA Authorized Users. Please click on the link

| Volume Discount Rates to Lower Fees for Many EVTA Users (effective August 1, 2004) | ||||||||
| The aggregate number of transactions for the past 12 months has reached a
contractual threshold that will now allow certain EVTA authorized users to
qualify for volume discount rates for the six-month period beginning August
1, 2004. The volume discount rates apply to the Percent Only Fee Discount in
the blended/bundled rates and fees for MasterCard and Visa. If your
organization is currently being billed under the Percent Only Fee option on
any of the following tables, the volume discount rates will automatically be
reflected on your monthly bills. If you are not currently being billed
under the Percent Only Fee option, you may wish to review the appropriate
volume discount table and compare those rates to your current rates to
determine whether it would be advantageous to your organization to switch
over to the Percent Only Fee option for MasterCard and Visa. You should
contact Global, the EVTA MasterCard/Visa vendor, if you think that switching
would benefit your organization. A link to the EVTA Contract Rate Schedules
page is located at the bottom of this page.

Your Organization may Benefit from a Recent Visa / MasterCard Antitrust Settlement (added February 2004) |
| All merchants including governmental entities and localities, whether a
participant in the EVTA program or not, who accepted Visa-branded and/or
MasterCard credit cards or debit cards for goods or services at any time
from October 25, 1992 to June 21, 2003 may benefit by the settlement of a
class action lawsuit. The following link provides additional information.

Visa Rate Changes (added February 2004)
Effective February 1, 2004, Visa has changed the rates charged for off-line debit cards (check cards). Depending on the average ticket price, agencies may see slight increases or decreases in their pricing.
Visa Rate Changes (added September 2003)
Effective October 1, 2003 Visa is changing the rates charged for all card transactions. Under provisions of the EVT Contract with Global, these rate changes will be passed through to contract users.

Users accepting cards in non-face-to-face environments will not be impacted since rates for these interchange categories are not being changed.
New MasterCard and Visa interchange fees became effective April 1, 2003. These rate changes will affect agencies utilizing both face-to-face and non-face-to-face programs to accept these card types.
For agencies accepting cards through face-to-face programs (e.g., swiped through point-of-sale terminals), both the MasterCard and Visa rates will increase by approximately 0.02%.
Agencies accepting cards through non-face-to-face programs (e.g., through the mail, over the phone or via the Internet) will see either a MasterCard rate decrease of about 0.4% (if they qualify for MasterCard's new Public Sector interchange category) or no rate change at all (if they don't qualify for this category). Agencies should contact Global Payments with questions regarding qualification criteria for MasterCard's Public Sector interchange category.
The Office of General Services, in conjunction with the EVTA, has executed a contract with Discover Financial Services, Inc. This agreement provides for the acceptance of Discover card through the EVT contract with Global or through other financial services providers.
State agencies and non-state agencies which have already been approved to accept credit cards through the EVTA-1 application process are authorized to utilize this contract. Any previously approved entity wishing to accept Discover card should e-mail this intention to the EVTA Coordinator so that our records can be updated. For entities which will be participating in the EVT program at some future date, acceptance of Discover card can be indicated when they file Form EVTA-1, Program Plan Application (see the Approval Process section of the Web site for participation information).
Entities approved to accept Discover card will need to complete Form EVTA-2, Discover Work Order. This form is available through the EVT Contracts section of the Web site.
Discover's card acceptance guide for use by entities accepting Discover card is available in the Guidelines section of the Web site. Look for future enhancements to the EVT Guidelines regarding acceptance of Discover card.
New Visa card-present interchange fees will become effective on October1, 2002. This rate change will only affect agencies accepting Visa cards through card swiping point-of-sale devices. Under the new rates, the percentage component of this interchange category will decrease by .01% and the fixed component will increase by $.05.
The Department of Taxation and Finance, as the State's designated Electronic Value Transfer Administrator, and the Office of General Services have received the New York State Forum on Information Resource Management's 7th annual Best Practice Management Award for their work on the EVT program. See the Forum's Web site for additional information.
Effective April 1, 2002 the rates for MasterCard interchange fees will change. This will affect agencies current pricing rate with Global for credit card transactions. These changes will be reflected beginning with Global's April 2002 monthly invoice. In most cases, this will increase credit card processing fees by no more the .03%. Also effective April 1, 2002, rates for some On-line Debit Card Network fees have increased.
A new Reconciling Invoices page was recently added to the Credit Card Reconciliation section of the EVT Guidelines. These guidelines have been developed to assist in the design, development, implementation of Electronic Value Transfer programs. This new page has been added to the following EVT Guidelines sections currently available from this Web site:
The EVTA is in the process of expanding the credit card section to address contract pricing. Additionally, these guidelines will also be expanded to include other electronic payment methods such as on-line debit cards and ACH transactions. Please check back soon for updates to the EVT Guidelines.
State agencies implementing EVT programs
State University of New York, College at Potsdam (added July 2005)
SUNY at Potsdam converted to the State EVT contract for their MasterCard and Visa transactions. They will be processing electronic payment transactions through the State contract in five programs that include: student accounts, continuing education and summer programs, telecommunications and the university police.
NYS Department of Transportation (added February 2005)
NYS Department of Transportation implemented electronic payment options for their Special Hauling and Divisible Load permits programs. Customers now have the option of using a credit card to pay for all types of permits via the internet, in person, or through the mail.
NYS Department of State (added November 2004)
The Department of State implemented a third EVT program with the introduction of their Division of Corporations Corporation Credit Card Redevelopment Project. The development of the electronic payment processing system will allow the agency to process credit card payment transactions for filings submitted through the mail, hand delivered, faxed or e-mailed.
New York Temporary Commission on Lobbying (added September 2004)
The NY Temporary Commission on Lobbying implemented an EVT program to accept credit card payments for lobbyist registration and filing fees. Lobbyists can now pay these fees by credit card on-line when completing their registration or when filing their semi-annual report. Previously, these fees were mailed in separately.
State University of New York at Stony Brook (added July 2004)
SUNY Stony Brook campus converted to the State EVT contract for their American Express credit card transactions.
NYS Office of General Services (added June 2004)
The Office of General Services has implemented a third EVT program. The OGS Fleet Administration and Surplus Property Program administers the disposal and sale of surplus personal property. Buyers now have the option of using credit cards to purchase surplus personal property.
NYS Higher Education Services Corporation (added August 2004)
The New York State Higher Education Services Corporation implemented an electronic payment program for accepting student loan payments.
Office of Correctional Services - Corcraft (added August 2004)
The NYS Office of Correctional Services, Division of Corcraft began accepting VISA and MasterCard Procurement Cards in addition to American Express procurement cards.
NYS Department of Economic Development (added March 2004)
NYS Department of Economic Development implemented an EVT program in conjunction with publishing their procurement opportunities newsletter on their website (commonly known as the NYS Contract Reporter). As part of the redesigned system, receipt and processing of electronic payments will be available through the internet.
NYS Department of Motor Vehicles (added January 2004)
The New York State Department of Motor Vehicles converted to the State EVT program in January 2004. Credit Cards are accepted for payment in over 120 field offices operated directly by DMV in major metropolitan areas and by County Clerk agents throughout the state. Customers may also use credit cards to charge fees for transactions processed on the Internet.
NYS Dept of Labor (added December 2003)
NYS Department of Labor implemented an EVT payment program in conjunction with their Asbestos Notification and License and Certificate program. The initial phase of the program allows contractors to make on-line payments for notification fees as part of the overall on-line notification process.
New York State Troopers (added October 2003)
NYS Troopers implemented an EVT program for the State Trooper Exam. Applicants for the State Trooper Exam can charge the fee to a credit card when they apply for the exam on the NYS Trooper website: www.troopers.state.ny.us
Olympic Regional Development Authority (added October 2003)
The Olympic Regional Development Authority began accepting credit card payments through the EVT contract for four programs: The Olympic Center Box Office, Whiteface and Gore Mountain ski centers, the Olympic Jumping Complex, and the Cross Country Skiing and Bobsled center in Lake Placid.
The New York State Department of Agriculture and Markets has implemented an electronic payment program in conjunction with one of their licensing program. Entities can now apply for food establishment licenses on-line and use a credit card to pay the associated fee. Visit Agriculture and Markets' Web site for more information about this new program.
The College of Technology has become the 18th CUNY college or community college to accepting credit cards for tuition and fee payments through the EVT Contract with Global. The 17 other CUNY intuitions accepting cards are: Baruch College, Borough of Manhattan Community College, Bronx Community College, Brooklyn College, City College, the Graduate Center, Hostos Community College, Hunter College, John Jay College, Kingsborough Community College, Laguardia Community College, Lehman College, Medgar Evers College, Queens College, Queensborough Community College, Staten Island College and York College.
The New York State Department of Environmental Conservation has added a second EVT program through which credit cards are accepted at their central office for sporting licenses and migratory bird stamps. This is in addition to their existing EVT program for accepting credit cards at over 30 state campgrounds and other recreational facilities.
The Borough of Manhattan Community College has become the 17th CUNY college or community college to accepting credit cards for tuition and fee payments through the EVT Contract with Global. The 16 other CUNY intuitions accepting cards are: Baruch College, Bronx Community College, Brooklyn College, City College, the Graduate Center, Hostos Community College, Hunter College, John Jay College, Kingsborough Community College, Laguardia Community College, Lehman College, Medgar Evers College, Queens College, Queensborough Community College, Staten Island College and York College.
The Clinton-Essex-Warren-Washington BOCES is utilizing the EVT Contract with Global to accept credit cards for their CV-TEC Adult Education program. This initiative enables students to pay for tuition, fees and books using credit cards, either through the mail or in person.
The New York State Office of General Services has implemented their second EVT program by accepting Visa, MasterCard and American Express credit cards for rental fees at various state facilities, including the Empire State Convention Center in Albany. Individuals, commercial businesses, not-for-profit organizations and state agencies can make credit card payments submitted on a printed application form. A copy of OGS' vendor application form is available from their Web site. This is the second EVT program for OGS, which also accepts credit cards for visitor parking.
The New York State Governor's Office of Regulatory Reform is utilizing the EVT Contracts with Global and American Express to accept credit cards for its new business On-line Permitting and Licensing Application (OPAL) Internet application. Additional information is available on their Web site.
The New York State Department of Environmental Conservation has begun accepting credit card for campground fees through the EVT Contract with Global. Patrons can use MasterCard and Visa to pay for fees at 15 Department of Environmental Conservation run campgrounds.
Lehman College has begun accepting credit cards for tuition and fee payments through the EVT Contract with Global. Lehman, in addition to nine other institutions within the CUNY system, were previously accepting cards at a higher rate through separate contracts with Global. The nine other CUNY institutions that now accept cards at the lower state rate are: Baruch College, Brooklyn College, the Graduate Center, Hostos Community College, Hunter College, John Jay College, Kingsborough Community College, LaGuardia Community College and Queens College.
The New York State Office of General Services has begun accepting credit cards for parking fees using the EVT Contracts with Global and American Express. Patrons can now use credit cards at five visitor parking lots in the Albany area. State employees can also use cards to pay for monthly parking fees.
Binghamton University has began accepting American Express cards for tuition and fee payments through the EVT Contract with American Express. The University was already accepting MasterCard and Visa transactions through a processor other than Global. SUNY Binghamton joins Stony Brook University and Empire State Colleges in accepting American Express cards through the EVT Contract.
The New York State Unified Court System has begun accepting credit cards for fees associated with Internet-based services including subscription services (e.g., case tracking, e-mail notifications) to both attorneys and the public and for issuing secure building passes to attorneys. The NYS Liquor Authority has begun accepting credit cards payments for fees associated with the online filing of license and permit renewal applications for on-premises liquor licensees. Additional information about the State Liquor Authority's Online Licensing Program is available on their Web site.
The Office of Parks, Recreation and Historic Preservation has begun utilizing the EVT Contractors to continue their credit card program accepting payments for park permits, concession payments, specialized activity fees and real estate rentals.
The Department of State, Division of Licensing Services has begun accepting Real Estate Internet Renewal applications for Real Estate Salesperson, Brokers, Associate Brokers and Appraiser renewals. Additional information is available from their Web site.
Town of Orangetown (added March 2005)
The Town of Orangetown is now accepting credit and debit card payments for green fees and cart rentals at their town owned and operated golf courses.
Town of Bedford (added March 2005)
The Town of Bedford implemented an EVT program to accept e-payments for various town services. Residents now have the option of making payments electronically for taxes, recreation and park fees, parking fees and Water Department fees.
Village of Suffern Parking Authority (added March 2005)
The Village of Suffern Parking Authority implemented a web-based EVT program for parking passes. Monthly parking passes for any of their many parking lots can now be purchased or renewed online.
Nassau County (added December 2004)
Nassau County implemented an EVT payment program in conjunction with the county’s eGovernment initiative. The County developed an internet portal for a number of on-line services such as paying taxes or parking tickets or applying for leisure passes or burglar alarm permits. Customers can now apply for a number of services on-line and make associated payments electronically.
Village of Manorhaven (added August 2004)
The Village of Manorhaven adopted an EVT program to offer residents the convenience of credit card payments for annual taxes and other miscellaneous receipts. The village now accepts electronic payments face-to-face, through the mail or via the telephone.
Rockland County Solid Waste Management Authority (added August 2004)
The Rockland County Solid Waste Management Authority implemented an EVT payment program that permits frequent or regular customers to pay electronically for the disposal of various solid waste items. Regular customers will provide their credit card information ahead of time and be pre-approved. Frequent users will have the option of using credit cards for payment each time they visit the disposal site.
NYS Energy Research and Development Authority (added June 2004)
The New York State Energy Research and Development Authority adopted an EVT program to offer their customers alternative payment options for registration fees for their workshops and seminars as well as other miscellaneous payments.
Palisades Interstate Park Commission (added April 2004)
The Palisades Interstate Commission adopted an EVT to provide better service for customers making donations and payments. Customers can now pay by credit card for face-to-face, telephone or U.S. mail transactions.
Town of North Hempstead (added April 2004)
The Town of North Hempstead implemented an EVT program in order to provide for safer payments and convenience to their customers. They are now accepting electronic payments of various taxes and recreation fees, including property, school and county taxes, and fees for concerts, pool and golf activities.
Orange County (added February 2004)
Orange County implemented an EVT program to accept credit card payments for various County services. People can now have the option of paying for these services electronically through the mail, in person, by telephone or over the internet.
Town of Ramapo (added January 2004)
The Town of Ramapo implemented an EVT program that offers residents the convenience of using credit cards at counters and through the mail for taxes, Justice Court fees and fines, Town Clerk fees, licenses and building permits.
Village of Geneseo (added December 2003)
The Village of Geneseo implemented an EVT program for accepting face-to-face electronic payments for taxes, utility bills, parking tickets, building permits, zoning payments, and other miscellaneous payments.
Unified Court System New York State Courts (added November 2003)
The New York State Unified Court System implemented an EVT program that provides Internet users with a variety of services for which payment via electronic means is now available. These services include enhanced Internet subscription services for attorneys and the public such as: automated e-mail notifications of changes to a court case; individual case tracking on the Internet for subscribers; and exclusive, attorney-only, secured e-mail for attorneys registered to practice law in the State of New York.
Albany Jewish Community Center (added September 2003)
The Albany Jewish Community Center implemented an EVT program for accepting membership fees by credit card. Fees can now be paid either on a walk-in basis or through subscription service software that allows the Center to automatically charge membership fees on a set schedule.
Suffolk County is now accepting credit cards through the EVT Contracts for administrative fees for West Sayville. This brings Suffolk County's total of EVT programs to five, including recreation program fees, waste disposal fees, collection of fees by the Probation Department and fees for civil service exams.
The Town of Webster is realizing lower rates since converting their credit card program to the State contract with Global Payments. The Town of Webster accepts credit cards in-person for registration and membership fees for municipal camps, recreation programs and facilities.
Suffolk County is now accepting credit cards through the EVT contracts at 13 county recreational facilities including campgrounds, beaches, marinas and golf courses. The County also now accepts credit cards for waste disposal fees. This brings Suffolk County's total of EVT programs to four, including collection of fees by the Probation Department and fees for civil service exams.
The Town of Huntington has begun using the EVT contracts to accepting credit cards in-person for parking fines and other administrative fees.
The Broome County Department of Aviation has implemented an EVT program using both the Global and American Express statewide contract. Under this programs, credit cards are now accepted for parking fees at the Greater Binghamton Airport.
The Rochester Genesee Regional Transportation Authority's Electronic Value Transfer program goes live. The transportation authority has begun accepting credit cards at it's retail outlets for the sale of bus passes and tokens.
The Historical Society of the Courts of the State of New York has implemented an Electronic Value Transfer program. The society now accepts credit cards through the Internet for the payment of membership fees. Visit their Web site for additional information.
Westchester County is utilizing the EVT Contract with Global to accept credit and debit cards for park and recreational facility fees. They are currently accepting cards at their county offices and at two county operated parks.
Suffolk County has begun accepting credit cards through the EVT Contract with Global. The county provides a Web site for filing of civil service applications and accepts credit cards for payment of associated fees. Additional information is available on their Web site.
The City of New York Office of Parks and Recreation is using the EVT Contract with Global to accept credit cards for permit fees for use of city recreational facilities. Cards are accepted at eight recreational locations and over the Internet. Additional information is available on their Web site.
The Village of Scarsdale is utilizing the EVT Contract with Global to accept credit card for fees associated with village recreation programs.
The JCC of Mid-Westchester is utilizing the EVT Contract with Global to accept credit cards for various programs fees.
The City of Niagara Falls is utilizing the EVT Contract with Global to accept credit and debit cards at its Hyde Park Golf Course.
The Jacob Javits Convention Center has begun using the EVT Contract with Global to accept credit cards for convention related fees. The Javits Center had previously utilized Global for processing transactions under a separate contract. Conversion to the state contract provides a significant cost saving for the Convention Center.
The Triborough Bridge and Tunnel Authority is utilizing the EVT Contract with Global to accept credit cards. Vendors can now use credit cards to pay the Triborough Bridge and Tunnel Authority for fees associated with sale solicitations.
